Lebanon : Still stunned by the eight suicide attacks Monday that targeted their villages bordering Syria, residents of Qaa paraded Tuesday morning in the streets of the resort, with weapons in hand, claiming to want to defend their land against the jihadists.

There has been resistance among Lebanese civilians for a couple of years now, not surprising as the government is not conscripting an army, a move that would be controversial. Some inhabitants join the army part time and this helps but it needs to be bigger. Hizb’Allah seem to be the group who takes a pending invasion seriously.
Hariri was given millions in 2007 to recruit an army and failed to do so until 2013, so I can only conclude he fancied his chances with IS until he realised how wierd and dangerous they are.
